1. Somehow ARC++ got reset. I played around with --arc-boot-completed-broadcast and also had my sign-in details get "out of date", so maybe one of those caused it.
2. The ARC++ set-up flow opened when I signed into my corp account. I accepted the terms (with the auto-backup checkbox and something else, both checked).
3. The store tried to open. "Tried" because it just flickered repeatedly behind my browser window.
4. I closed my browser window and minimized and un-minimized the store (via the shelf). Now the store UI was actually displaying, but again the whole window was flickering off and on, fading in each time it appeared and then disappearing again very rapidly.
