Download shelf cuts off botton of "y" for uncommon download warning

Project Member Reported by lgar...@chromium.org, Jan 14 2017

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Visit https://testsafebrowsing.appspot.com/
(2) Click on the "uncommon" warning download link (Desktop #5)

What is the expected result?
The shelf warning text is completely visible

What happens instead?
The shelf shows "unknown.exe is not commonly downloaded and *mav* be danαerous" (the bottom of the "y" in "may" is cut off, as is the bottom of the "a").

jialiul@, can you help me route this?

Cannot reproduce on Win10 or Linux.

Mac seems suffer from this problem for a long time.
This is not related to the recent warning text change in M56 though. The old text also has this weird cut-off problem on Mac.

+dbeam@, do you have any suggestion?
