Autohide Shelf setting reset when switching between profiles

Chrome Version: 56.0.2924.53
OS: Chrome

1. Sign in a primary and secondary user
2. One one desktop, right-click the shelf and choose "Autohide shelf"
3. Switch to the other desktop, and then back again

Expected: Shelf auto-hides
Actual: Shelf is visible, and the "Autohide shelf" setting has been turned off

I can repro this on 56.0.2924.52 beta-channel with ash-md set to either 'Default' or 'Disabled', so it does not look like any material design changes are to blame for this bug.

Note I do *not* see this bug on 57.0.2978.0 canary, so it looks as though it has since been fixed.

Assigning to Albert for triage in case this is problematic enough to find what fixed this in 57 and merge it back to 56.
