Tab creation animation should expand from left-to-right on the x-axis instead of bottom-to-top on the y-axis

Issue description

Hello,


The tab when a new tab page is created should move along the x-axis. Currently it rises from the Y-axis.

Also, it should begin very quickly and end softly.

The examples here show how tab creation currently behaves on Mac and Views.

That movie looks to be on Mac, which behaves differently than other platforms.  Testing on Windows, things do what you want.  Did you specifically reproduce this on all the OSes you filed against?

Yes, just for Mac. I've unchecked the Chrome, Windows and Linux boxes, as those 3 currently animate the same way.
