[MD Settings] Remove redundant sub-labels/descriptions

Issue description

Many items in Settings have a label and a sub-label/description. In some cases, the sub-label is unnecessary; the main label is sufficient to guide the user. To clean up the UI and reduce cognitive load, please remove the following sub-labels from the UI. Reviewed & approved by bettes@.

Label: Customize fonts
Remove sub-label: Choose font types
Sub-label ID: IDS_SETTINGS_CHOOSE_FONTS

Label: Manage search engines
Remove sub-label: Add, edit, or remove search engines
Sub-label ID: IDS_SETTINGS_SEARCH_MANAGE_SEARCH_ENGINES_DESCRIPTION

Label: Manage Cloud Print devices
Remove sub-label: Add or remove printers
Sub-label ID: IDS_SETTINGS_PRINTING_MANAGE_CLOUD_PRINT_DEVICES_DESCRIPTION

What about the confusing "Use the new tab page" sub-label under "Show home button" when the latter is off? The sub-label is meaningless in this case.
Sorry for the delay - yes, that's a good catch. Please remove that one as well.
Just checking if this will make it into the next milestone?

Material Design settings is likely going to stable in Chrome 59
Good to know. So these changes should be made by feature freeze for M59.

Verified the changes in 9436.0.0 / 59.0.3063.0

But "Show home button" label has "Disabled" sub-label when the former is disabled.

Is it necessary to have the sub-label here?
