Terminated extensions don't get updated |

Issue descriptionI noticed that ExtensionUpdater only checks for enabled and disabled extensions, not terminated extensions: https://cs.chromium.org/chromium/src/chrome/browser/extensions/updater/extension_updater.cc?sq=package:chromium&dr=CSs&rcl=1484324523&l=374 Is this by design, or a bug? I don't see why a terminated (e.g. crashed) extension should be exempt from update checks.

Whether or not it's by design, I don't know, but I'm not sure it's worth changing. Terminated extensions shouldn't stay in that state forever, and they'll be updated once they are reloaded. I can't *think* of anything that would break with updating them automatically, but I also don't know if it's worthwhile. Is there any motivation to do so?

No motivation to fix. I just noticed it while parsing the comment for ExtensionService::GetExtensionById. InstallChecker and CrxInstaller use it, so I want to make sure if I refactor those classes I don't change the behavior at the same time.
