Problems with android_blink_rel for webkit-patch rebaseline-cl

Noticed several problems of andorid_blink_rel which block me from efficiently using webkit-patch rebaseline-cl:

1. It frequently doesn't produce any result (e.g. https://build.chromium.org/p/tryserver.chromium.android/builders/android_blink_rel/builds/1609) and webkit-patch rebaseline-cl schedule another run on this bot.

2. Even it produces result, the result usually contains many unrelated failures (e.g. https://build.chromium.org/p/tryserver.chromium.android/builders/android_blink_rel/builds/1571). Webkit-patch rebaseline-cl without any parameter will rebaseline many unrelated tests.

This is true -

There are possibly several causes of the flakiness there. This isn't really related to rebaseline-cl, but does make it harder to use.

Next step: 
Investigate some particular case and try to find the cause.

Given the flakiness, can we get some way to ignore the android_blink_rel missing result? Most tests do not run, so there's no need for the baselines anyway.

For rebaseline-cl in particular, I think the general problem is usually solved by being able to fill in missing results.

I filed another more general bug for frequent failures on android_blink_rel, now duping this bug into that bug.
