Crosperf pins frequency to highest supported on device

Crosperf pins to the highest frequency for each CPU.
This may have some thermal throttling implications which can result in varying performance results.

Status: WontFix (was: Untriaged)
Instead of changing frequency directly, crosperf now sets governor to perfortmance and let cpu governor manage the frequency.
