Create flaky test target for the web shell

Currently we just have a flaky target for chrome tests. It would be useful to have some for the web shell EG tests, since some of our web functionality is primarily tested there.

I'm gradually moving on from iOS test & infra, so I don't think I'll be able to get to this bug. I'll mark it as available, feel free to take it if anyone else is interested.
