chrome won't let me choose where to save bookmarks

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. I click on the star to save a bookmark
2. Pop down window appears
3. Mouse over pop down window does not work

What is the expected behavior?
My different bookmark folders should show, and then I can select where to save the bookmark

What went wrong?
When I scroll mouse over bookmarks popdown window, the only place the "hand" appears is over dead space, and clicking does nothing

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

It has never worked on this newer version of Chrome. It always used to work before you redesigned the bookmarks. I also have a problem with bookmarks manager - can't move files like before. I would like to be able to get the old Chrome bookmarks system back

Unable to reproduce this issue on Windows-10 using chrome latest stable M55-55.0.2883.87 by following steps mentioned in the original comment. Observed able to save the bookmarks on selected folders as expected.

tompokorni@ Could you please recheck this issue by creating a new profile under chrome://settings with no apps or extensions in your browser. Please navigate to chrome://flags and click on reset to defaults as well. If issue still persists please provide the actual screen-shot of the issue for further investigation.
