History swipe on Mac should not be triggered until an unconsumed horizontal overscroll happens

Issue description

Currently, the history swipe on mac is triggered if the first overscroll event is not consumed. However, if we want to prevent the navigation by consuming the horizontal overscroll value, and somehow the overscroll gesture starts with a vertical delta followed by a series horizontal delta, it is still not consumed and the navigation will be triggered.

This navigation should only be triggered when there is an unconsumed horizontal oversroll, rather than depending on the consumption of the first overscroll event.

We have changed our approach for preventing overscroll to no longer rely on the gesture ack value. So I don't think we need to keep this bug around. sunyunjia@ please re-open if I missed something.
