Can't alt-tab to a page showing a permission request for notifications

Issue description

Chrome Version       : 57.0.2970.0
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
1. Make sure all permissions / service workers related to https://www.bhphotovideo.com/ are removed.
2. Go to https://www.bhphotovideo.com/
3. Alt-tab to another window while it loads.
4. Alt-tab back.

What is the expected result?
Step 3: showing the notification permission request should not steal focus
Step 4: alt-tab back to the window with the notification permission request should work

What happens instead of that?
Step 3: the window steals focus
Step 4: alt-tabbing back to a window displaying a permission request prompt doesn't work.

possible.

In Step #3, I think "another window" means "another Chrome window"? Otherwise, the OS should block this focus stealing and flash the Chrome task bar icon. (That works for me).

In Step #4, what does "Doesn't work" mean? I didn't have any problems using Alt+Tab to get back to the window with the notification showing, using 57.0.2980.0 on Win10.

Step #3: yes, another chrome window (I was using SshInAWin).
Step #4: I did some more testing. It seems a little flaky. From SshInAWin, if I alt-tab, it will occasionally bring the expected window back to the foreground. However, often times, it will change the active window without actually bringing it to the foreground. In this case, the previous foreground window (the SshInAWin window for me) appears inactive, but still appears on top of the expected window.

We removed focus-stealing for permission prompts a while ago. Alt-tab seems to work for me on Windows.
