probers for Chromium CQ masters

We need probers for Chromium CQ masters, i.e. tryserver.chromium.* masters.

Dave said we might be able to use stackdriver and set up a general project for this purpose. Downside: doesn't hook into other monitoring stuff easily but can still page. There may be other options to look into if this doesn't work.
