Support PDF Regeneration for Printing

Issue description

Currently we send PDFs directly to the printer on ChromeOS and Linux, but certain PDFs do not print correctly on all printers. We have added a short-term workaround behind a flag to create a PDF of images of the pages, but the images increase the file size and decrease print quality. We want to add a different method to regenerate problematic PDFs.

Presumably when PDFium uses Skia for rendering, we can hook it up to SkPDF and make this happen. We can even use this on Windows/Mac if we want print preview's Save As PDF to potentially generate a more optimized PDF, rather than just saving the source PDF.
