Default validation UI messaging appears in wrong location with Windows high-DPI scaling

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Go to Display settings in Windows 10
2. Change the size of text, apps and other items to something other than 100%
3. Restart
4. Try to submit a blank form with required fields

What is the expected behavior?
The default validation message UI should appear next to the field in focus

What went wrong?
The default validation message UI appears somewhere else on the page. In the example image, the auto-focused field is 'Name'.
