Un-duping since this bug is a performance regression and the other bug is a test breakage. zakerinasab: probably want to run this benchmark on the mac retina perf trybot before relanding.

The issue has been fixed and the CL is landed again at commit position #443939.(https://codereview.chromium.org/2555213002). Here is the link to the Chrome perf graph showing that the regression is fixed:
