We should remove the 'Clear' button from the context menu - it is not discoverable. And we should move the toolbar to above the cookie list. Local storage could also have a toolbar, sure.

For the record, we have the Lock icon > Origin Info Bubble > Cookies dialog which also lists local storage (and other kinds of storage) which is easily accessible, it's just not in the DevTools.
