Chrome only starts on the first workspace

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Log into XFCE
2. Switch to the 2nd workspace
3. Start Chrome from the start menu or a shortcut
4. Chrome won't start
5. Switch to the 1st workspace
6. Chrome magically appears

Alternatively:

1. Log into XFCE
2. Stay on to the 1st workspace
3. Start Chrome
4. Chrome starts
5. Drag the Chrome window to the 2nd workspace
6. From the Chrome profile menu, click another user
7. Observe the Chrome menu hang
8. Switch to the 1st workspace
4. The Chrome window for the other profile magically appears
5. Switch to the 2st workspace
6. The profile menu is no longer stuck
