Allow download of PDFs from the Disabled Placeholder |

Issue description1. Turn on "Open PDF Files in the default PDF viewer application" under chrome://settings/content 2. Look at the no-fallback embed test case (2nd testcase) from here: https://pdfobject.com/static.html 3. Notice that you get a gray disabled placeholder with no way to download the PDF. 4. We should be able to download that PDF -- ideally not automatically, but instead via a click anywhere within the placeholder.

I just checked what the PDFObject js lib (https://pdfobject.com) does to know if PDF is supported since it then uses the <embed> tag to show the PDF and they check if navigator.mimeTypes["application/pdf"] is defined and if so assumes there is a handling plugin. This works well with the way we disable PDF right now. So maybe our <embed> placeholder can contain similar logic and provide the same experience offering the download of the src tag of the embed link?

laforge: This is a separate bug, but we should handle the IFRAME Case (on the same page) better also. This problem is especially visible on Android, where it triggers multiple drive-by downloads. We should also show a "placeholder" iframe that the user can click to open the PDF in Drive PDF Viewer (instead of the multiple drive by download). Thoughts?
