Cleaning up "Needs-Review" label as we are not using this label for triage. Ref bug 684919

On Ubuntu 16.04.03, the chrome.idle.onStateChanged event is also not fired when the system resumes after lock/sleep when state should change again to 'active'. This also appears to be broken for WebExtensions in Firefox 57, so that may narrow down the search to something in the OS department. I'm using the i3 window manager - this bug is unrelated to Gnome/Unity.
