chrome.idle.onStateChanged not fired on ubuntu 16.04 after session lock

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Install Chrome extension https://chromium.googlesource.com/chromium/src/+/master/chrome/common/extensions/docs/examples/api/idle?autodive=0
2. Lock session
3. Extension show that is there is no chrome.idle.onStateChanged event fired

What is the expected behavior?
On Windows 7, as explain doc :
https://developer.chrome.com/apps/idle

get locked status and evend fired

What went wrong?
- no event fired
- no locked status 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 16.04 LTS 4.4.0-59-generic

After downloading the files from the provided url and placed them in single folder, when i tried to load the extension, it is giving an error.

brice.marc@ could you please provide the same extension in a zip file, so that we can reproduce the scenario on our end.

On Ubuntu 16.04.03, the chrome.idle.onStateChanged event is also not fired when the system resumes after lock/sleep when state should change again to 'active'.

This also appears to be broken for WebExtensions in Firefox 57, so that may narrow down the search to something in the OS department.  I'm using the i3 window manager - this bug is unrelated to Gnome/Unity.
