canaries are all failing early in Archive and SignerTest steps

The SignerTest reports:

InvalidTestConditionException: Missing recovery image.

and Archive fails in the first few lines with:

ERROR   : Error was:
ERROR   :   Cannot emerge chromeos-initramfs

This is just on edgar-release (first one I checked).

I am not seeing the actual error, but the udevadm warming may be a clue.
