Wrong status when opening the same zip file twice

Issue description

Chrome Version: 57.0.2978.0 dev build

Steps To Reproduce:
(1) Create a Zip file in the Downloads folder.
(2) Open the Zip File. See the file is opened. (The mounted zip file is selected on the left pane, showing the contents in the right pane.)
(3) Go back to Downloads folder again.
(4) Open the zip file again. See the notification message "The archive is already mounted".
(5) Dismiss the notification message.
(6) Open the zip file again. See the notification message.

Expected Result:
"The archive is already mounted."

Actual Result:
Either of these.
- "The archive format is not supported, or file is broken."
- No message appears.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
User will see the false error message.
User can continue other operations normally.
However, it may be affecting to other places.

I think that some internal state goes wrong when the file is opened for the second time.
This looks somewhat relevant to  crbug.com/678191 , because that bug reproduced only after seeing the "already mounted" message by opening a zip file twice.
