font configuration on v8 trybots not as expected

this results in several hindi font failures in layout tests e g https://build.chromium.org/p/tryserver.v8/builders/v8_linux_blink_rel/builds/13895

I also kicked off a build on blink to see if there's a difference at all. I'm not aware of one.
