Set nice level for asynchronous authpolicy jobs

Issue description

Policy fetch is asynchronous, thus we should make thoughtful use of CPU resources and nice down the jobs that pertain to it.  (We don't want e.g. foreground video to stutter just because authpolicy woke up after 90 minutes and is now parsing a large GPO file.)
 
Status: WontFix (was: Available)
Didn't see any other daemon that sets the nice-level (searched for setpriority and _nice, niceval, nice- etc.). Individual daemons shouldn't have to mess with thread priorities, anyway. In my experience that's a recipe for disaster since you might exempt some threads from execution completely.
