Regression: Weird tabstrip is seen after diabling Hardware acceleration

Issue description

Chrome Version:57.0.2980.0 (Official Build) 6770bab14919fc9abed1d457387824e84cc43602-refs/heads/master@{#443474}
OS: Windows(7,8,10)

Pre-condition: Disable Hardware Acceleration from chrome://md-settings/system

Steps:
1. Launch chrome, Open 2-3 NTP, Observe Tabstrip.

Actual:Weird tabstrip is seen after disabling Hardware acceleration
Expected: Tabstrip should be proper.

This is sregression issue, broken in 'M 57' and below is manual bisect info:
Good build:57.0.2979.0
Bad Build:  57.0.2980.0

Note :Issue is not seen on Mac OS.

Able to reproduce the issue on the latest canary(57.0.2983.0) on Windows 10 as well.

Just to update, M-57 gets branched tomorrow and would probably go to Beta during 1st week of Feb. Please adjust or update the blocker and milestone accordingly.
Status: Fixed (was: Assigned)
A fix for this just landed because similar issues were seen elsewhere. See https://codereview.chromium.org/2637403004 for the fix.
