Issue descriptionChrome Version: 57.0.2978.0/9178.0.0 dev channel Candy,Daisy,Kip OS: Chrome What steps will reproduce the problem? (1)Open NTP>>Open dev tools using Ctrl+Shift+I (2)Go to memory tab in dev tools>> Resize the devtools window to RHS (3)Now observe overlapping of'Take snapshot' button and 'Target' drop-down Expected: No such overlapping of 'Take snapshot' button and 'Target' drop-down should be seen. Actual: Instead overlapping is seen. This is non-regression issue as it is also seen in M54. Attaching screen-shot for reference.
