OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome,sign in to chrome with valid credential and navigate to chrome://md-settings/syncSetup
2. Press 'Tab' key and observe Toogle button highlight/focus

Actual: Toogle button highlight overlapping is seen with border and also with next option/toogle highlight.
Expected: Toogle button highlight should not overlap.

This is non-regression issue, seen from 'M 57'(57.0.2979.0)

Note: Issue is seen under privacy and security section.
