Regression : Unnecessary movement to 'Device' section is seen on back navigating from chrome://md-settings/manageAccessibility page

Chrome Version: 57.0..2978.0/9178.0.0 dev-channel Kip,Daisy and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings/manageAccessibility page
(2)Now Under 'Mouse and Touchpad' select option 'Open mouse and touchpad' device settings'
(3)Click on Back arrow in chrome://md-settings/pointer-overlay page -> Now again click on Back arrow in chrome://md-settings/manageAccessibility page and observe unnecessary movement to 'Device' section instead of 'Accessibilty' section(Please refer Video)

Expected: Page should move to 'Accessibilty' section on Back navigation from chrome://md-settings/manageAccessibility page 
Actual: Instead Unnecessary  movement to 'Device' section is seen

This is Regression issue seen as same is working fine in M-54

Note: Issue is also seen in M-55 Build

Current behavior in 58 takes the user back to 'accessibility', so this seems to now be working as expected.
