MD ripple effect gets stuck on NTP bookmark folders

Issue description

Google Chrome	56.0.2924.58 (Official Build) beta (64-bit)
Revision	0
Platform	9000.58.0 (Official Build) beta-channel samus

See screenshots.

* Have two bookmark folders on the new tab page
* Click on the one on the right to open it
* Move to the left, click that one to open it
* The left folder ripples in
* The right folder ripples out, but not completely

The right folder has a persistent gray background until the next click.

varkha, maybe a dupe? Or for someone on your team?

Might be related to  issue 668942 
I suspect this may have been a side effect of https://codereview.chromium.org/2447523002

Areas to investigate include:
- MenuButton/MenuButton::PressedLock
- Whether buttons are receiving expected events e.g. mouse exit

James, can you check if the fix for  Issue 719399  also addresses this?  The fix should be in 60.0.3107.0 or newer.  If not please re-assign back to me.

With 60.0.3107 on link I still see a similar issue:

* Make 2 folders on bookmark bar
* Click on the right one to open it
* Move left onto the left one. It opens.
* Click the left one.
* Move the mouse away.

Now there's a persistent gray background on the left one.

- Glimmer 62.0.3176.0
- Linux 60.0.3112.90
