Cannot do a small adequate seek-forward with default video controls

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open a 1080p mp4 video file via http
2. When video starts to play, try to click on video controls' slider to do a small adequate feek-forward
3. 

What is the expected behavior?
Can do any small seek-forward as you like.

What went wrong?
The new seek-to-play position has to be large enough from the current playing position, or it doesn't response

Perhaps this should be a feature request.

This site's HTML5 video play controls(desktop version) has a better UX:

It can display adequate seek position when hovering on slider control.

The precise seek position is shown when dragging the slider.
However we should improve the current situation anyway.
Also, if we want to click to seek, and when the new position is too close to the old position, it won't respond.

mlamouri@, maybe link this bug to the metadata bug for improving media controls?

Removing M55 tag since it's not per specific version, but asking for an improvement.

Issue is that the thumb's hit box is 36px wide and you have to hit outside of that to actually touch the slider and seek the video. I'll look into a fix.
