Add UMA stats for opt-in IME menu.

Currently, we have opt-in IME menu and system IME menu (see issue 570761).
We already have metrics: InputMethod.ImeMenu.ActivationChanged 
to track when the opt-in IME menu in the shelf has been activated/deactivated.

It would be nice to get some metrics on:
InputMethod.ImeMenu.Activation - % of all users using this new menu, and % of all users using the default system IME menu.
InputMethod.ImeSwitch - The trigger type of input method switches by user. Add more type of IMESwitchType: By opt-in IME menu

Also, add:
InputMethod.ImeMenu.ImeActiveCount - The number of active input methods for users who activated opt-in IME menu.
