[Urgent] Application cannot be started. Contact the application vendor.

Issue description

Chrome Version: M54+
OS: Win 7

What steps will reproduce the problem?
(1) Install Chrome
(2) Launch Chrome

What is the expected result?
Chrome should launch without any issues

What happens instead?
Google Chrome won't start. 
A few days ago Google Chrome quit starting on my PC. I have Windows 7. I attempted uninstalling and reinstalling it but at the end of the installation I received a message "Application cannot be started. Contact the application vendor."

User has already tried below steps but none worked
In order to install and run chrome, please ensure following
1. Your PC is not affected by Malware or a Virus
2. Your PC has enough space
3. You have admin rights on the PC to install and run programs
4. You have downloaded latest version of Chrome from https://chrome.com

The first thing I would try is installing the 32-bit build from this link: https://www.google.com/chrome/browser/?platform=win. Failing that, it would be useful to see what details are provided by Windows -- does the "Application cannot be started." dialog contain any more info (or a button to click to get more info)? Could the user check for an event using the Windows Event Viewer app to get more details?

+some other Windows folks for their ideas.
Looking for clues in Event Viewer seems like the best first step.

I wonder if it is worth uninstalling and then checking the Chrome directory to make sure it is completely gone, in case some malware DLLs or some-such are left behind.

Did this start happening after the latest round of Windows Updates?

This is a ClickOnce issue when trying to download Chrome from Chrome.com, not a Windows client issue. Could we have the user try this URL to download?

BBB case was closed without any response from the user.
User also did not try to reach out via other channels.

Will close this bug but will reach out in case we hear back from user again.
