[Missing Tests]: eventTargetData(): pull (most of) this singleton off-heap.

Automated tests for the below commit have been missing,the crash doesn't seem to be reproducible. But wondering whether there a possibility of adding any tests to avoid regressions in future?

That change was made to help diagnose possible heap mutation possibly surfacing on issue 678532; a test isn't feasible, at least not at this stage.
