Issue descriptionllvmpipe is enabled by default in the arc-mesa ebuild and disabled by hand in package.use in all overlays but one. It also makes overlay/profile stacking more complicated since llvmpipe can in some combinations be disabled/enabled/disabled/enabled by the stacked profiles. We should change the default to not use llvmpipe and only enable it when necessary.

I think we may actually want it enabled on all Intel boards (which are the only users of arc-mesa) for the purpose of VMTests. This would match the setting we use for ChromeOS Mesa.

That makes sense. There's quite a bit of cleanup to do in the various overlays and profiles, I'll see if I can find a good way to eliminate some of the redundancies and keep the default.
