Dashboard: got/cq-dash

This amounts to eight lists total, with Dremel as the data source:
- Slowest builders this week overall
- Slowest steps this week overall
- Flakiest builders this week overall
- Flakiest steps this week overall
- Slowest builders by week-over-week delta
- Slowest steps by week-over-week delta
- Flakiest builders by week-over-week delta
- Flakiest steps  by week-over-week delta
