Gesture to switch order of tabs

Issue description

Repro steps:

1. Open two tabs in tab switcher.
2. Put one finger on one tab and another finger on the other tab.
3. Move the top finger down and the bottom finger up so that the tab y-positions cross each other.

At one point, this used to swap the order of the two tabs.  Today, the tab order now remains the same.

IIRC this actually never swapped the tabs.  It was meant to allow you to pinch tabs to see more or less of particular tabs in the switcher.  I think swapping would have some complex (unexpected) interactions if you tried to pinch two tabs that weren't immediately adjacent in the switcher.  We also wouldn't necessarily want tabs to pop behind others so we'd need a lot of UI to make this look right.

Marking as WontFix since this never worked so it isn't a bug, but if you'd like to add support for this feel free to reopen it and mark it as a feature.  We can try to prioritize it in if it makes sense/UX signs off.

Since crbug/718768 was merged to this, I am going to reopen this.  My Feature Request in crbug/718768 was not about this specific gesture, but some way to reorder tabs.  Feel free to undupe crbug/718768 if that makes more sense

Yeah, I also still occasionally want this to work.  On desktop Chrome, reorganizing your tabs is a common thing to do, and having to close and reopen them is very heavyweight.

Would it make sense to just support the pinch gesture when the tabs are adjacent and do nothing otherwise?  Alternatively, long-press-to-activate-reordering-mode might make sense as a UX.  (That's by analogy with how you can reorder things works on the homescreen.)
I would prefer long press to activate reordering mode, to be honest.  It jives with how you reorder on the launcher, as well as being analogous to clicking/holding on desktop and tablet/ChromeOS.
