Flash stopped working after component update until restart

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.75 Safari/537.36 Steps to reproduce the problem: 1. open chrome://components and update the flash player 2. open any page containing flash player, the flash content is not able to be loaded. It only said: download failed. 3. restart Chrome and reopen the page with flash. Now it shows just fine. What is the expected behavior? The flash page should load fine immediately after flash update What went wrong? flash page not loadable after flash component update Did this work before? N/A Chrome version: 55.0.2883.75 Channel: stable OS Version: 14.04 Flash Version: 24.0.0.186
