Too many ssh connections from Shards

Issue description

Found at a chameleon which the host failed in Repair-Failed state, i.e. issue 669741.

The chromeos9-audiobox3-host1-chameleon has >1000 ssh connections from the shard 172.25.90.3 (the host name is chromeos-server13.cbf.corp.google.com).

Probably they are the ssh tunnel connections that haven't been terminated gracefully.
