Regression: Weird flickering of fav and reload icon is observed after clicking on checkbox.

Chrome Version:57.0.2979.0 (Official Build)1916748e2f13a9f80080d010a9adc6ba74028a59-refs/heads/master@{#443120} 32/64-bit. 
OS:Windows(7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS).

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://accessibility/
(2)Click on checkbox of 'native accessibility...' , 'web accessibility' and observe the fav and reload icon. 

Actual: Weird flickering of fav and reload icon is observed after clicking on checkbox.

Expected: No such flickering should be seen after clicking on checkbox.

This is a regression issue broken in 'M57' and below is the manual regression range:
Good Build: 57.0.2951.0 
Bad Build:  57.0.2952.0

Clicking the checkboxes reloads the page, this is expected. As this is an internal testing page, eliminating visual artifacts is not really a primary goal.
