Regression : Page does not navigate to chrome://credits when print preview is open in adjacent chrome://credits tab.

Issue description

Chrome Version : 57.0.2979.0 (Official Build) 1916748e2f13a9f80080d010a9adc6ba74028a59-refs/heads/master@{#443120} 32/64 bit
OS : Mac(10.12.1, 10.11.6, 10.12), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://credits and click on the ‘print’ link seen at the top RHS.
2. Now open a new tab, type chrome://credits in omnibox and hit ‘Enter’ key, observe. 

Actual : Page does not navigate to chrome://credits when print preview is open in adjacent chrome://credits tab.
Expected : Should be able to navigate to chrome://credits page even when the Print preview is open in another chrome://credits tab.

This is a regression issue broken in ‘M-54’, below is the Manual Regression range and will soon update other info.
Good build : 54.0.2810.0

You are probably looking for a change made after 408353 (known good), but no later than 408354 (first known bad).

Still we are able to reproduce the issue on windows 7 with latest Canary#57.0.2986.0.

Could you please take a look & update the thread.

Can't reproduce this on 58.0.3029.110 Stable or 61.0.3141.0 Canary on Windows 10. Is this still an issue?

Reproduces on 59 and 62. Think the issue with trying to reproduce before was that this is not an issue if Print Preview is opened on its own (via ctrl+P or right click -> Print). The problem occurs only if the link on the chrome://credits page is used, so cc-ing some owners from components/about_ui for input. This may be related somehow to print preview blocking JS on the background page, see  bug 178931

I can reproduce this with a random page, so this is not specific to WebUI. For example see minimal repro at https://jsfiddle.net/8q7mhk5c/2/.
