Regression: Localization is not applied properly for backspace shortcut bubble.

Chrome Version: 57.0.2979.0 Revision 1916748e2f13a9f80080d010a9adc6ba74028a59-refs/heads/master@{#443120}
OS: Windows (7,8,10)

re-condition: Change browser language to Hindi from chrome://settings/addLanguage

What steps will reproduce the problem?
(1) Launch chrome, open NTP and navigate to https://plus.google.com/collections/featured
(2) Press 'Backspace' and then press Alt+Left arrow, observe.

Actual: Localization is not applied properly for backspace shortcut bubble.

Expected: Localization should apply properly for backspace shortcut bubble.

This is a regression issue, broken in 'M-57', will soon update the other info:

Good Build: 57.0.2957.0
Bad Build: 57.0.2960.0

Note: Issue is not seen on Mac and Linux OS
