Regression: Unnecessary browser navigates to NTP after clicking on 'OK, GOT IT' button.

Issue descriptionChrome Version: 57.0.2979.0 Revision 1916748e2f13a9f80080d010a9adc6ba74028a59-refs/heads/master@{#443120} OS: Windows 7 What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://md-settings page. (2) Click on Sign in into chrome button, enter valid credentials and hitt 'Enter'. (3) Click on 'OK, GOT IT' button of 'You're now signed in to Chrome' overlay and observe. Actual: Unnecessary browser navigates to NTP after clicking on 'OK, GOT IT' button. Expected: Browser should not navigate to NTP i.e. it should stay on Chrome://md-setting page. This is a regression issue, broken in 'M-57', will soon update the other info: Good Build: 57.0.2977.0 Bad Build: 57.0.2978.0 Note: Issue is not seen on Windows(8,10), Linux an Mac OS.

This is an edge case as a result of the Welcome page ("Take Chrome everywhere") being open. Merging into an open bug that will resolve this behavior.
