What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/system
2. Now bring focus on Toggle button of 'Use hardware acceleration when available' and observe grey focus ring 

Actual: Ripple effect diameter on toggle button appears too big to fit inside row
Expected: Ripple effect diameter on toggle button should be seen properly  

This is a non-regression issue, seen from M-57 series as 'Toggle button' in 'Use hardware acceleration when available' appears from build # 57.0.2979.0
