Non-Regression : Blink of 'Device' section is seen on back navigation from 'Device settings' page to chrome://md-settings/manageAccessibility

Chrome Version: 57.0..2978.0/9173.0.0 dev-channel Peppy,Daisy and Candy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Go to chrome://md-settings/manageAccessibility page
(2)Now Under 'Display' select option 'Open display device settings'
(3)Click on Back arrow in chrome://md-settings/display page and observe Blink of 'Device' section which is available in chrome://md-settings page(Please refer Video and screenshot)

Expected: chrome://md-settings/manageAccessibility page should be seen on clicking Back arrow in chrome://md-settings/display page

Actual: Instead Blink of 'Device' section available in chrome://md-settings page is seen

This is Non-Regression issue seen from M-54
