Regression:Learn more link is not displaying under languages section of md-settings

Chrome Version: 57.0.2979.0 dev
OS:ubuntu 14.04, Windows

Steps to reproduce:
(1)Launch chrome and navigate to the chrome://md-settings
(2)Navigate to the languages section of md-settings.
(3)Click on the languages and observe the learn more link.

Expected Result:Learn more link should display.
Actual Result:Learn more link is not displaying under languages section.

This is regression issue broken in M-57.

Using the per-revision bisect providing the bisect results,
Good build: 57.0.2939.0 (Revision: 435817).
Bad build: 57.0.2940.0 (Revision: 436137).

You are probably looking for a change made after 435877 (known good), but no later than 435878 (first known bad).

WAI: we remove the link because it didn't give any useful info about ordering languages. The link still shows on Chrome OS because it points to a more useful Chrome OS-specific help page.
