Chrome force to use adobe flash

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.59 Safari/537.36

Steps to reproduce the problem:
1. disable adobe in chrome://plugins
2. restart chrome

or
1.open private tab

and see after upgrade chrome, my choice in settings to not execute flash and change to detect and execute important..(recommanded)!!

PLEASE RESPECT MY SETTINGS; why change it?

What is the expected behavior?
adobe flash must be disabled

What went wrong?
-in inprivate tab adobe flash is enabled.
-when restart chrome, adobe is enabled.

Did this work before? Yes 54

Chrome version: 56.0.2924.59  Channel: beta
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0 (can't remove it!!)

How to clean remove adobe flash ?  (chrome://flags is just to enable previous clic-to-run function, and prefer html5).
I downgrade to windows7 to not use flash (included another time since W8), now chrome force usage of adobe

Tested in chrome 56.0.2924.59 and canary # 57.0.2984.0 on win 10.0 and not able to reproduce the issue.

Steps Fallowed:
1.Changed the settings in chrome.
2.Disable the adobe in chrome://plugins and restarted the chrome.
3.Observed the above changed settings.

@baudav:
Could you please let me know if i have missed anything and if possible, please create the new profile without extensions re-check once and let us know the observation of the issue which would help us to triage the issue further.

chrome://plugins not exist now in Canary; how to disable adobe?
when go to https://www.adobe.com/fr/software/flash/about/; flash is enabled!

With 56.0.2924.59; chrome enable adobe flash plugins after restart (see it in chrome://plugins)
Option in settings seems to not change now; perhaps one chrome version force it by default in "execute important..(recommanded)" and because sync my settings and not update chrome in all computer in same time, it return to "execute important..(recommanded)"

Can confirm, if I disable flash in chrome://plugins and then restart, flash gets automatically re-enabled.

I used to keep it disabled for at least one year, the issue appeared after I updated to 56:

Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.76 Safari/537.36




By the way, I disable flash from chrome://plugins because this way some sites are forced to display html5 videos instead of having a square asking me to enable flash, like this one for example:

I have the same issue - flash is re-enabled after restart.

Apparently devs are in the process of removing chrome://plugins so I doubt this is going to be fixed only to be removed afterwards.

The new way to disable flash is to block it in settings and enable a "prefer html" flag:
