[Missing Tests]: Update Cocoa to match removed controls from Plugins Blocked popup.

Automated tests for the below commit have been missing.

Tommy, would you mind adding them to avoid regressions in future.

Automated tests for UI is in general a difficult thing... Since MacViews is going to obsolete this UI surface soon, I hope, I'm going to WONTFIX this. 

Feel free to escalate if you disagree... shrike@ is the Mac TL, so he would be the escalation person. I won't be offended. :)
