Add a UMA to track CDM process memory usage

Currently we have Memory.PepperPlugin which tracks memory usage by the Pepper plugin process. It would be nice if we can further slice this via pepper type so that we can track how much memory the CDM process uses. For example, something like Memory.PepperPlugin.WidevineCdm would be nice.
