Move nav timing 2's wpt tests into w3c/webperf/approved directory

wptserve is not yet stably available due to this bug https://bugs.chromium.org/p/chromium/issues/detail?id=669802. We have to temporarily place our wpt tests in w3c/webperf/approved directory.
