Issue descriptionRight now, partner has to use the Moblab=>Config Settings to set up the Cloud PubSub Topic and Flag, we probably want to provide a dedicated wizard UI for the configuration, or at least has some default setting to enable it.

We probably will wait for the new moblab UI to do the configuration. However, it makes sense to set the "cloud_notification_topic" in moblab_config.ini to point to the production topic.
